A couple questions popped to mind:
Maybe I just didn't see it, but is the tax rate equally applied to the whole country, or can the President choose different tax rates for different regions?

Is there a map that I didn't see where it labels the territories? I see the one with the colored regions, but since each territory produces a different amount of votes, and movement is predicated on orders, maybe having the 3 digit abbreviations for each territory easily visible when zoomed out would be helpful.

That's all that comes to mind at the moment.

Also, I want Huerta.

Oh, one more question! What is the function of a fort? Merely a large HP unit that deals major damage but cannot move? If you have a fort, but no military units, in a territory, does the fort still put up a fight, or does it have to be garrisoned in some manner? And if there are units in the territory with a fort, are they "in" the fort, and does the fort have to be destroyed before the units can be attacked? If that's the case, can the units in the fort still deal damage, or only when the fort is destroyed?

And in general, when combat goes down, how is it rolled out? Do you get to target specific units or just one big roll per side? I figure targeting because there are unit bonuses, but I didn't see that spelled out anywhere.

I made some changes to the map to correct the Spanish spelling of the regions and leader names as well as the number of votes each region gets.

I can also add stuff later to show the relative tax rate and other things if the GMs like it. Let me know if you have any ideas for the map and I'll try and make them happen.

Hey Dale, Oaxaca under Zapata is listed as 3 votes on the webpage, but if I click on the map territory it says 2.

Equally.

I Think Dale was on this one.

A few flow charts are in the works, but ultimately the first test of whether or not you own a territory is "Do you own a fort in the territory" which can make it harder for it to get taken over. Stay tuned, but feel free to ask follow ups.

Our guess is most of the time it will want to target the unit it is best against. If you would rather it target something else as the first pick, you can specify... though super complex if then else but what if and only while statements aren't really setup to gain you benefits - we'd like it to be fairly simple combat wise.

I've updated the manual with answers to the questions posted above.
